Land Pooling Policy

A de-congested Delhi

The population increase in Delhi is noticed by few and feared by a lot. According to recent statistics, the Delhi has reached a figure of 1.94 crore, with the growth chart increasing every year. If measures are not taken soon, then this will result in a catastrophe. According to the Delhi Development Authority, they do not have enough infrastructures and resources to meet the existing needs of population. If this is the scenario today, then the condition after 5 or 10 years will worsen to the extent where a large population will be seen taking shelter on roads rather than houses.


There are two ways to eradicate this problem. Either invent some measures to decrease the growth of population or increase thee number of resources and infrastructure to curb the needs of existing and growing population. Although government is trying to formulate solutions for decreasing the growth rate of population, some steps are taken by DDA to fulfil the growing demands of citizens for a better housing and affordable housing solutions. The main problem in development of proper housing is land acquisition. Direct land acquisition is not possible. So DDA has come up with Land Pooling Policy, a great idea that may change the future of Delhi.
In simple words, Land Pooling Policy has a meaning adhering to its name that is pooling huge amount of lands. The land owners and farmers can pool their lands in this scheme according to the guidelines of Land Pooling Policy and get benefits from it. Farmers have a century ago problem of loans and debts that they are not able to pay and ultimately take drastic steps of suicide. But with the Land Pooling Policy, they do not need to be under any debts and live a life full of freedom. In LPP, the land of investors is priced at market rates and they are given a certain amount of their land back, irrespective of the land use their land is assigned to. There is nothing to lose and everything to benefit. But there is a condition that the landowners cannot invest lands below 5 acres. They should have a certain amount of land for their investment.
According to LPP, a land of 40,000 acre is to be accumulated in order to build affordable housing around Delhi and NCR region

The role of DDA

DDA is not recruited to play a diverse role in LPP. It will only work as a facilitator, with minimum interference and help accelerate the process of planned development. DDA will carry these responsibilities:
1. It will declare the land which will be used for land pooling and make decisions like,
a) It will prepare detailed layouts of plans for all kinds of procedures to happen keeping in mind the scheme of LPP and it will set a timeline for participation within a certain time frame.
b) It will create a unit for dealing with approval of land and certification procedure of land pooling applications.
2. It will prepare layout and sector plans.
3. It will formulate these rules:
a) Residential Floor Area Ratio (FAR) of 400 for Group Housing to be applicable on entire residential land exclusive of 15% FAR reserved for Economically Weaker Section (EWS) housing. Total residential land to be maximum of 55% of gross residential land.
b) FAR for urban level commercial and urban level public/semi-public development to be 250.
4. Timely development of Master Plan roads and plan for infrastructure facilities like water supply and electricity is also the responsibility of DDA.
Under Land Pooling Policy, land owners and a group of land owners will be allowed to pool land for servicing, unified planning etc.

Housing for all by 2021

“Housing for all by 2021”, this is the current motto of DDA and it is trying to implement it with the help of Master Plan Delhi-2021. An efficient plan to curb the affordable housing problem of Delhi, it is a plan which will change the future of the National Capital.
Delhi, being the capital of India, is an important city in every aspect. But its growing population is threatening the future if this city. The amenities and facilities like sewage, water, electricity supply is only enough to curb the needs of 1.5 crore people. Master Plan Delhi-2021 will serve as the ultimate solution to fix these problems of housing and land. It focuses on public-private partnership policy. This implies that private sector builders and real estate leaders will collaborate together for land acquisition and development.
Master Plan Delhi-2021 and Land Pooling Policy are changes which were required to make to bring transparency in the land acquisition system so that landowners, builders, real estate agents, stakeholders, developers everyone can find their interest in this and Delhi could be de-congested after a long fight with population problems and lack of affordable housing.
